Provider, sites, and account-owner emails are validated row-by-row; new utility brands are auto-created and surfaced to ops for review. Rows that need MFA setup are flagged for follow-up.
  * **Bill revision history** — The bill detail view now has a Revisions dialog showing every recorded edit with formatted and JSON views, so you can audit who changed what and when.
